You can design your website with jquery css selector with asp.net or html that will support every browser, please look into below link that would be helpful for you to understand how to use jquery to design the websites.

There is a css file named css3pie available in the internet to enable the design to make it responsive and your design will support every browser include older version of IE. Cause ie doesn't support the latest css3 propertis and css3pie enables it in ie.
