can the value of viewstate be passed from onw webpage to another

viewstate only current page only.
session we can access whole project

You can not transfer View state value from one webpage to another,
it can valid for only one page.

View state is maintain on same page so you can not pass viewstate value from 1 page to Another. But useing Session, Cache, or Request.Form and Request.QueryString you can pass values from 1 page to another

In Addition to above answers the values of the ViewStates are stored in Statebag class
