Hi,
C# knowledge is must and You dont need to know aspnet webservice if you want to learn WCF service. But having knowledge of ASP.Net webservice would be beneficial as WCF evolves from aspnet webservice and .net remoting. this is a robust framework for building SOA based application.

For beginners, it is always good to start from basics. I agree with Sravan661, that a good knowledge of a programming language (C# or Vb.Net) is an advantage. There are many tutorials that provide a good platform for learning WCF, but be advised that WCF that you start working from day one. You first need to understand the concept of Web Services such as ASMX using SOAP XML or plain text etc.
I am sharing a link that has an articles on WCF for absolute beginners.
