I think your question is how to create a mobile friendly application in ASP.NET MVC, is this correct? If yes, when you create an ASP.NET MVC project in Visual Studio, it by default adds Bootstrap, RespondJs etc. to the _Layout.cshtml that makes the application mobile friendly.

You just need to keep adding your new pages and use the Bootstrap classes and you are done. The default project application code is mobile, tab and desktop friendly.
