Try this..

//make the dropdown's autopostback property to false

<div id="pnlLogin" runat="server" style="background:silver;text-align:Left;width:30%;border:double 1px gray">

<div style="background:#95B9C7;text-align:Left;width:60%;float:Left ;height:30px;">
Quick Login
</div>

<div style="background:#95B9C7;text-align:right;width:40%;float:right ;">
<asp:ImageButton ID="imgCancel" runat="server" ImageUrl="~/images/closebox.png" />
</div>
<table style="width:98%">
<tr>
<td align="right">
<asp:Label ID="lblUserName" Text="User Name : " runat="server"> </asp:Label>
</td>
<td align="Left">
<asp:TextBox ID="txtUserName" runat="server" ></asp:TextBox>
</td>
</tr>
<tr>
<td align="right">
<asp:Label ID="lblpasswrd" runat="server" Text="Password : "></asp:Label>
</td>
<td align="Left">
<asp:TextBox runat="server" ID="txtPassword" TextMode="Password"></asp:TextBox><br />
</td>
</tr>
<tr>
<td align="right">

</td>
<td align="Left">
<asp:Button ID="btnLogin" CssClass="btn" runat="server" onclick="btnLogin_Click" Text="Login" />

</td>
</tr>

</table>
<asp:DropDownList ID="ddlDropDownlist1" AutoPostBack ="false" runat="server">
<asp:ListItem>sss</asp:ListItem>
<asp:ListItem>sss</asp:ListItem>
</asp:DropDownList>
</div>
<ajaxToolkit:ModalPopupExtender ID="PopupLogin" TargetControlID="btnHideLogin" PopupControlID="pnlLogin" runat="server" Drag="true" BackgroundCssClass="modalBackground" Enabled="true" CancelControlID="imgCancel">

</ajaxToolkit:ModalPopupExtender>
<asp:Button ID="btnHideLogin" runat="server" Text="Button" style="display:none" />
