use this

var conn = '<%=ConfigurationManager.ConnectionStrings["ConnectionStringName"].ConnectionString %>'
var key = '<%=ConfigurationManager.AppSettings["KeyName"].ToString() %>'

in Vb you can Use below line to get the value from Web Config

for Connection String,

System.Web.Configuration.WebConfigurationManager.ConnectionStrings("Name of the Connection").ConnectionString

for AppSetting values

Dim s = System.Web.Configuration.WebConfigurationManager.AppSettings("KEY NAME")
