hi,

I dont understand what you are trying to ask?
you can directly write it as follows-

 <script type="text/javascript">

function open_win() {
var win = window.open('pgWIPTab.aspx?PageID=1','WIPProgramImpairment', 'width=150px,height=1000,location=no,toolbar=no, menubar=no, scrollbars=0, resizable=1')
win.document.write("<div id='abc' style='display:block; position: absolute;top: 40%;left: 50%'><img ='imgTmpClientBusy2' runat='server' ImageUrl='~/Images/indicator_medium.gif' /><br /> Loading....</div> ");

win.document.close();
win.document.location = 'pgWIPTab.aspx?PageID=1', 'WIPProgramImpairment', 'width=150px,height=1000,location=no,toolbar=no, menubar=no, scrollbars=0, resizable=1';

}
</script>

Happy Programming!!
