Special characters getting broken in xls file

Hi,


I am doing a project where I have used foreign language other than English.But when I am importing data to an xls file from MySQL they are getting broken ,like 'ö' is displayed as 'ö' .
I am using UTF 8 ENCODING.Anybody has any solutions.
