Percent_Rank = (R -1)/(N-1)
R => The row whose rank needs to be found
N => Total number of rows or records.
As per the question, we have
R =9 , N = 39
So, Percent_Rank = (R -1)/(N-1) = (8)/(38) = 0.2105263157894737
