SQL Server 2008 Express SP 1 installation failed: Process exited with code -2067922433

Hello Friends,
We have a windows setup (desktop application) that installs sql express 2008 sp1. This package installs fine in most machines but when installing in Windows XP Professional Service Pack 3 (build 2600), we are getting the following exception:
"An error occurred attempting to install SQL Server 2008 Express Service Pack 1"
Here is the log file details. Can you please review and let me know what we are missing with XP SP3?
The following properties have been set:
Property: [AdminUser] = true {boolean}
Property: [InstallMode] = SameSite {string}
