I am a software developer having 3 years exp in Asp.Net technologies.
I would like to switch to HR side.
I want to know whether executive MBA programs or certificate programs in management for working executive help to get a HR job or will it help me as a technical manager only?

Doing the HR MBA can act as a starting point - but the same may not be good enough to take the direct lateral jump you are referring to. But having worked as a developer you will have 1st hand understanding of the HR issues which bother the software development community.But this also depends on your ability - Mohandas Pai of Infosys is a classic example of a person moving from the Finance domain into HR.
