database notifications using wcf services

Hi...

My projects is all about a company, add of employees and assign work to employees. Now i need notifications about database update. If a new employee is added notification should be sended to rest of the employees that new employee named xxxxxxx is joined and so on. i have to Services for this notifications. i surfed google but i cant find....Help me
