Use the css3 media queries to create the responsive and fluid design.
Example: I dow't want to display the sidebar in the mobile with maximum width 480px' So i've to write the media queries like
@media screen and (max-width: 480px)
{
.sidebar
{
display:none
}
}

don't forget to write the meta tag in the html between the head.
<meta name="viewport" content="width=device-width,initial-scale=1">

Use Html5 it will automatically handle most of the issue.
