All the code Examples will still need you to have a sms gateway which is not free. It is like sms bundles on your cell phone that you use for sms's. Now if you buy the sms bundles from the provider like "Clickatel.com" , they will give you the webservice, now for them to track who is who, they will give you a username and password that you will use when you use the web service. So in your webservice you will need to pass the credentials. They have an Example code for all the languages. If your employer ask you to design something like that, tell him there is cost involved , because you need to buy the sms's. Now if you have the url to the web service then you can follow the example links provided by the other guys.
