I think your question is more to do with the right approach of doing this rather than how to do this technically.

You can create a database table with AutoId (auto increment type), ImageName, IsApproved (bit) fields. At the time of uploading the image add a record into this table with IsApproved as false (blocked). From admin panel allow the administrator to view the image and approve it. If approved, update that record with IsApproved=true.

If you follow above approach, I hope you can achieve what you are looking for.
