WCF error in Sample Host [Resolved]

Hello,

I am trying a WCF sample as per the article by one of our member. However, when i build my SampleHost , my console windows opens and then after few seconds i get following error:

HTTP could not register URL http://+:8080/SampleService/. Your process does not have access rights to this namespace (see http://go.microsoft.com/fwlink/?LinkId=70353 for details).

Why am i getting this error?????

Also, i have created a folder Proxy on my C drive. But when i run the command in command prompt
C:\ Proxy serviceutil.exe SampleService.dll

I get following error....Proxy is not recognized as an internal or external command, operable program or a batch file...why am i getting this??

i am badly stuck...please help..
