Error creating a Proxy to be used by client

Hello,

I am unable to create Proxy..i am following the instructions as in the article posted by one of our member...

I am stuck and VI/VII th point.. Please help me out...how should i execute that command in command prompt???

C:\ Proxy> svcutil.exe SampleService.dll ....when i try to execute this i get error as
svcutil.exe is not a recognized internal or external command,operable program or a batch file...

PLEASE HELP HOW TO OVERCOME THIS???
