I have been asked to take up a project and develop it @ my institute.
The topic is Blocking Misbehaving Users in
Anonymizing Networks.

Though i am ok in technical side, i need some initial guidance on how to start this project.
please give your valuable suggestions on what is this, how to start this ?

0	Ok let be clear in your requirement, are you trying to build a "Internet Usage Monitor" ? When you say "Misbehaving" can you explain in what context are you saying this ?
