what is the maximum number of requests allowed to access a website a the same time?

It depends on server capacity.
For example consider Facebook, you will get the same speed of access when you login from anywhere, because their servers(data centers) are located globally. when you login to Facebook, your request is sent to the nearest data-center, if it is overloaded then your request is switched to the next nearest data-center, and your login information will be stored in all the data-centers.
In-fact millions of users login to Facebook at the same time, even though you will get very quick response because of their server capacity.
