SCM: ERROR_SERVICE_MARKED_FOR_DELETE does not go away

Hi,

The internet is agog with this issue. If you have one app running and open another app using the same DLL/lib then it erros out saying ERROR_SERVICE_MARKED_FOR_DELETE . So unless that is removed no other app can run. Question is how to force the deletion and removal of the service.
