Membership.createuser - password invalid all the time

i always get the error message that the password is invalid.  i get this error all the time even when the password meets the criteria just like it does in the code sample below.  maybe i have been looking at code tooo long and dont see some minor error please help.

This is the code i have when i click the create user button:
