web application doesnt regcognise my Namespace created but website version does

Good day all ,
i have an application that works fine in website state i.e when i create it in website. On converting it to web application it doesnt recognise a class i created e.g

.
Public Function GetHtml(cName as String) As String
  
        Dim util As New Util
      
    End Function


error says BC30182: Type expected.
yet it works wen its a website ...Any help
