Breakpoint not firing

For some strange reason, my breakpoints aren't firing. I have debug=true in web.config and have set breakpoints all over the place. the PDB is being updated whenever I compile. I even ran devenv /setup. Still can't get any breakpoints to hit. It was working on this project. Not sure what happened here.
