server.urlencode() changes "#" and "&" to html entities

Hi ,
I have a page where there is a list of items that we can select to modify. When we select a checkbox next to the item name and click modify button it opens a new window which the url holds the name of the item we have selected previously.
Before opening the new windows there is few codes, which is :
