Can I code a VS toolbox control in the aspx.vb file?

I have an aspx.vb file with codes of For Each - Next loop to do the file and folder collections.
Inside the For-Next loop, I coded DropdownListx.DataSource = subDir.GetFiles, where the
DropdownListx control was created in the aspx file. 

For the Dir with more than 1 subDir, the DropdownListx will be used repeatly and the only
the last DropdownList was displayed.  Can I code to create a new DropdownList contrl DLL
for each For-Next loop in the aspx.vb file?
