Import CSS file within a child page

Im using master pages and there are some form pages which need to include forms.css. Other pages on the site do not need them.
I tries doing <link rel="stylesheet" type="text/css" href="/YouMoolah/CSS/Forms.css" runat="server" /> within the contentplaceholder on the child page.

Asp.net does not like this.
how do i import the CSS?
