Should I encrypt the web.config?

Hello.

VS2008 Pro, ASP.Net 2.0, .Net 2.0, Ajax 1.0.61025, WSE 3.0 web consuming client.

I'm trying to follow the guidance suggested at this web site: http://msdn.microsoft.com/en-us/library/ms998280.aspx,  under "Using DPAPI with a User Store to Encrypt a Connection String in Web.Config".

I'm not sure of what is meant by using the command "Runas /profile /user:domain\user cmd".  Should i do this part?  Should I use this How to?  What do other people do to secure parts of their web site?

Any help would be gratefully appreciated.
