Problem on the implementation of a service

Hello there.
I have created a table in my database that has the following fields:
1)ID
2)CreationDate (DateTime)
3)DateOfEvent (DateTime)
4)Approved (Bool)

So what i want to do is the following. If the DateOfEvent filed has a value of 10/01/2013 and our current server date is 
09/01/2013 and the Approved field is false to delete that row. I cannot find a way to do it. Or at least i am not capable of implementing it. Can someone please show me the way with an example ? Please help me have never done something like that before i am totally new to serverside programming.
