When to use webservice features?

Hello,

I have been reading and learning the guidelines from http://www.asp.net/learn/data-access/?lang=cs  I am using Visual Studio 2008, SQL 2005 with DAL and BAL.  It worked well and I have one question:  When are the conditions that deem to use Webservice feature?
