I have this rewrite rule at web.config using urlrewrite2 but the static url values does not redirect to the specified url.

<action type="Redirect" url="/texas/shoes" redirectType="Permanent" />
</rule>
</rules>

The rule doesn't redirect "/products/shoes-texas.htm" to "/texas/shoes" it just stick with "/products/shoes-texas.htm".
I'm not good at regular expression, I'm trying to set the links below for my site to follow the example above but to no avail.
