Need Help Building Log Comments Table Structure

I need to create a way to log comments pertaining to 2 different comment sections in my site.  Is there a way to structure it where it can use the same table or do I create 2 log comments table.
Section 1: Billing for a given month, user will select a month and year and returns the following results:

List of Transactions By Id (By Gridview):
ID, Company Name, Number Of Transactions

Comment Section:
I want the user to have a comment section here for the respective month and year to log any billing discrepancies

Section 2: Individual Transaction Section
Lists all the details of the transaction by ID

Comment Section:

I want the user to have a comment section here for the respective ID.
