Time zone different by 8 hours

Hi all,

My code is to convert unix time to standard time
System.DateTime dateTime = new System.DateTime(1970, 1, 1, 0, 0, 0, 0);
dateTime = dateTime.AddSeconds(wstarttime);

string startDate = dateTime.ToShortDateString() + " " + dateTime.ToShortTimeString();

But when I try the code as follow, my standard time is 8 hours lag.

I guess this is something to do with time zone.
