File not found in the XAP package

When I try to load my XmlReader I get the error, Can not find file "file_name.xml" in the application XAP package. 


I have used XmlReaders for years and I have never run into this issue.  I looked at MSDN to find a working example, but to my dismay their example does not work. http://msdn.microsoft.com/en-us/library/cc645034(VS.95).aspx



The example on this page does not work because the method void OpenStreamCompleted(IAsyncResult ar) is never executed.  That is to say, when I step through my code that method is never called.



Can anyone shed some light on this??  Surly there is a more straight forward way to load a simple XmlReader.
