Alternative way to enforce security via ASp.Net Web Site Administration Tools

 Hi,
I have created an website using Visual STudio 2008. I need to enforce secutiry on certain folders, so authorized users can access a menu link.
I use  ASp.Net Web Site Administration Tools to set up the security and the result is changes to the web.config file . here is an example ..
 <location path="members">   <system.web>    <authorization>     <allow users="Accounting"/>     <deny users="Marketing"/>    </authorization>   </system.web>  </location>
What I realy need is NOT to use the ASp.Net Web Site Administration Tools to manage  the security, at the same time I do not want to manually edit the web.config file.
Is there a way to create an aspx page in my website app and allow only admin to manage such page. IF that is possible, please provide me with a sample code
