Wizard and Databound Drop Down List

I have created a wizard control on my aspx page but i would like for step 1 to contain a drop down list populated from my database. Im getting the following error:

Databinding methods such as Eval(), XPath(), and Bind() can only be used in the context of a databound control.

So i am understanding from that that the drop down list needs to be within a formview but cannot seem to get it to work. Any ideas where i am going wrong?
