How to Set a command ARgument in asp.net not code behind

 I have to update an ASP.net page that has a for each loop.  inside the loop I need to add a button for each item in the collection.
I can't move it to code behind, so please don't suggest that, I wish I could.
 this the relevant portion of the code,  I have left out various html elements in order to make it readable
