Website builder. Where do I start?

You know those sites that build websites for you?  Just a view tweeks to a template and boom you have a new site with forums and all.
Where do I go to start learning how to create that on a small scale. Is there an addon(plug-in ) for Visual Studio?  Any pointers in the right direction would really help.

Thanks
