Ok, we have this old code which produces a URL like this (which is used to single sign-on to one of the websites):

http://atr.bah.com/ape/authenticate.php?user=2982441&ticket=45b4f98c2c337608564bfd9c82841620%24c20080617203912&qurl=http%3a%2f%2flibsys.bag.com%2fyat
Ok fine.  So I create my own application which has basically the same logic and outputs a URL like this:

http://atr.bah.com/ape/authenticate.php?user=2982441&ticket=641495b1a99842850349878b2272b8b5%24c20080617083627&qurl=http%3a%2f%2flibsys.bah.com%2fyat
I get a 404, what?!?!  Why?  tis the same damn exact format!
Now, however if I replace this part of my 2nd URL: 20080617083627  with that same part from the first: 20080617203912, to product the following URL below, it works fine!
