I'm using office 365 and I want to send email though my WCF service.
I'm positive I've got the settings right in my web.config, but now I'm reading I might need a smtp relay like described below:

Do I need a relay to send through IIS?
I thought I could just put in my smtp connection in the web.config of my wcf service and everything would be ok. I'm getting an actively refused error when I try to send. I'm somewhat new to this, so can someone point me in the right direction?
