need to send page without open page...(through code)

hello i need to send page without open page...   i mean that i need to send some parameters to some sites via url string (get) but it suppose to be from the code (without to actually move to those pages).

 

right now :  i sucess to find the right code, but i have problem with the encoding (cause i send hebrew parameters it doesnt get right to his place) maybe i dont use the right object and if yes how can i change the encoding?????
