SSI not showing in Design View???

I don't understand this one at all?  I'm trying to use Server Side Includes in my
ASP.NET application using Visual Studio 2008.   When I choose "Design
View" it does NOT show the include???  Now I come from using
Dreamweaver.  If I open the page in Dreamweaver and go to design view I
SEE the include.  It actually loads it.   Is there some setting in need to make in order for
SSI to show up in the Design View for VS2008?   Here's my code:
