Performance Monitoring with Command Line

I'm looking for the DOS command line to load an existing counter log setting saved as .htm file to create a brand new collection, but I'm not able to find it. "Logman create counter myCollection" doesn't seem to give this option. I've tried with -config, -c, -cf but none of them can give me what I need. I will appreciate very much if someone can help me with this.
