Css Not get rendered : problem with path : what to use ../ or ~/

hello guys,

I m facing a problem in applying css in my asp.net application.

i have 2 master page.

in one master page i apply css by <link href="../../css/style.css" rel="stylesheet" type="text/css" />

as there is no url rewriting over there so no problem with that.

In masterpage 2  i get page by Url rewriten as

http://www.xyz.com/market-reports/global-biomaterial/

 when i use

<link href="../css/style.css" rel="stylesheet" type="text/css" />


that is, it is searches css in a directory which does not exist

GET /market-reports/js/common.js
GET /market-reports/css/style.css

I get this by LiveHTTP header addon in firefox

But if i do

<link href="~/css/style.css" rel="stylesheet" type="text/css" />

then  it ...
