how to bind data vertically for a grid

Hi
i have grid in which i need to show the data 
as 
issue classification              verylow     low    medium   high    very high
very low
low
medium
high
veryhigh

but my grid is showing like this(below)
very low            very low
low                      low
medium              medium
high                     high
veryhigh              veryhigh
