URL question?

I need to allow users to key in a URL (from any where else besides my web app).  They want to be able to key in the URL (or have it bookmarked) passing parms in the URL which will bring them to the page and display the data.  You do have to logon before you can access this app also.

 Can someone shed some light on how I can accomplish this?
