Can anyone tell me what does the following code mean?

Hi,
The following code is part of code behind for a menu page created in a book which I am using to develop some of the functionality for my website and I would appritiate if someone could let me know what does the higlighted part of code mean, as well as a simple english description what the code is all about.
Finally since in the page for which the code below is part of the code behind, a DataList has been used to show the menu (a food menu for online ordering) and I want to know if I have used a Gridview insted for my website with no repeater how would I change the code.
