When I download the setup from this below mentioned link
Microsoft SQL Server 2008 R2 Express with Management Studio Express and downloaded successfully.
And tried to install and it has installed successfully without MS-SQL 2008 services running and it don't even asked me the SQL mode of installation during the setup.
Please advise which the correct link to download to have a complete features like
