html tags are not working in label, textbox controls in asp.net 3.5

Hi 
I am doing a project, I am saving some text and html tags in sql server, but I need the message come and fill in a label control, It is loading ,
but html tags are not excuting, I used few ways like, in page header validateRequest=false, and to fill label I used Sever.HtmlDecode still it is not working I have html tags like <img>, <br> 
1. code for textbox

txtMessage.Text = Server.HtmlDecode(txtMessage.Text);(not working)
