What's the easiest way to encrypt my db connectionstrings in my web.config, both for my Visual Studio 2008 project files and on IIS?

I don't need anything fancy - the apps I'm making are all intranet. I just don't want the db passwords to be plain text on my development PC or on the web server.

Google brought up some info about using aspnet_regiis, or doing it programmatically with System.Configuration.SectionInformation.ProtectSection()

But does Visual Studio 2008/.NET 3.5 provide any easier ways than these?

If not, can I run aspnet_regiis on my Visual Studio 2008 development PC too, or is this only for IIS webservers?
