I found this snippet for encrypt and decrypt a string:

I tested like this, but the code does not run:
Label1.Text = DecryptString("abc", EncryptString("abc", "123456"));
Label1.Text should contain the original password again.
123456 is the password, while abc is a code, which is identical for clearText and cipherText.
What are the two parameters and how does the code run correctly?
